The Port of Bay City Authority is a county navigation district created by Texas law in 1960, and charged with working with the U.S. Army Corps of Engineers in maintaining the navigability of the Colorado River and regulating certain port facilities on the Colorado River and Intracoastal Waterway in Matagorda County, Texas. It is governed by an six-member board of commissioners who are elected by Matagorda County residents for stagered six-year terms.
The Port of Bay City Authority maintains a port facility on the Colorado River located 15 miles upriver from the locks at the Intracoastal Waterway. It accommodates barge traffic including off-loading and loading facilities for various products. Storage facilities are also available.

The port facility consists of approximately 300 acres land available for industrial development, and a terminal in a turning basin with a modern concrete dock, a metal shed located on the dock, and a liquid cargo dock. The Colorado River Channel leading to the POBCA port facility is approximately 200 feet in width with an average depth of 12 feet.

Location
Navigation up the Colorado River is covered by NOAA chart 11319, "Intracoastal Waterway-Cedar Lakes to Espiritu Santo Bay." The port turning basin and port terminal are 15 miles upriver from the locks at the Intracoastal Waterway.
By road, the port terminal is located at the end of FM 3057. As you leave Bay City headed south on Highway 60, turn right (southwest) on FM 2668. Then turn right (west) on FM 3057 and go to the end.
